Can I, a foreigner, buy a car with a loan in Japan without permanent residency?

In Okinawa the public transportation is not like in the major cities of Japan, and having a car is a necessity much like it is in the United States. Therefore, I'm currently renting a car from Daidou Rent-a-Car in Naha, but it costs almost 40,000 yen a month, so I've been thinking about buying or leasing a car to reduce my payments.

What are elections and campaigning like?

I saw a few campaign posters when I was there in December, but would be very interested in the political layout of the prefecture. Are they relatively lively campaigns, or do they have debates more, or how do they compare to our politics?

While I am interested in how they deal with the same liberal and/or conservative issues that we in America do, I am more interested in the political process itself, and how it differs from oours here in the States.

I don't know much about the politics here, but the one way that it seems to affect me is that during the campaign season, they drive trucks around blaring the campaign slogans of the various candidates. It would be a noise violation if I played my stereo that loud, not that I even could play it that loud! It can get pretty annoying when the campaigns are in full swing, but I guess it's just part of living in Okinawa, or anywhere in Japan for that matter.
