Can I, a foreigner, buy a car with a loan in Japan without permanent residency?

Since I came to Okinawa, one thing that's been bothering my is the lack of restaurant variety. One good place I did find though was "My Kebab House." It used to be located in Naha, but they recently moved to Chatan. When they moved, I didn't know where the new restaurant was, but the other day I noticed it while I was driving around. It's near Araha Beach in Chatan. Here's a map. It's on the northside of the road running east to west behind the Lawsons, I think.

Anyway, the food there was good and I'd recommend it for anyone looking for something a little different.
