Can I, a foreigner, buy a car with a loan in Japan without permanent residency?

In Okinawa the public transportation is not like in the major cities of Japan, and having a car is a necessity much like it is in the United States. Therefore, I'm currently renting a car from Daidou Rent-a-Car in Naha, but it costs almost 40,000 yen a month, so I've been thinking about buying or leasing a car to reduce my payments.

I have a blog, where I post so many things to do on this Island. It also talks about the Hmong people, that no one has heard of them here in Okinawa. On my site I have listed daycares off base in full detail, hotels, love hotels, beaches, camping areas, and interesting things I have found on this Island.

The hmong information I have posted is very gruesome, so don't watch the movies if you can't handle it. Its everything that is going on right now in Thailand. And no one cares except for me and my family. I am trying to get the word out, they need help. The Hmong people helped the American Military with the Secret War, was promised so much, but got nothing, kids are being gang raped and murdered, stabbed and shot to death multiple times.
